Victoria Bowden is the Research Associate on the Housing and Income Security team. Before coming to CBPP, she strengthened her understanding and became an advocate for issues regarding economic and food security, assistance equity, civic engagement, and health care access while working with and for organizations such as the Southern Economic Advancement Project, the In Her Hands guaranteed income initiative via the Georgia Resilience and Opportunity Fund, the Student Basic Needs Coalition, and the Center for Civic Innovation.

Bowden holds an MPP in Public Policy with a concentration in Social and Nonprofit Policy from the Andrew Young School of Policy Studies at Georgia State University and a BA in African-American Studies with a minor in Political Science from Georgia State University.
