State Data and Campaigns Specialist

CBPP combines rigorous research and analysis, strategic communications, and effective advocacy to shape debates, affect policy, and inform effective implementation both nationally and in states. It works closely with a broad set of national, state, and community organizations to design and advance policies that promote racial and economic justice; improve health; broaden opportunity in areas like housing, health care, employment, and education; and lower structural barriers for people of color and others in communities that continue to face systemic barriers to opportunity. CBPP promotes policies that will build a more equitable nation and fair tax policies that can support these gains over the long term. CBPP also shows the harmful impacts of policies and proposals that would deepen poverty, widen disparities, and worsen health outcomes.

Our State Fiscal Policy (SFP) team coordinates the State Priorities Partnership (SPP), a highly effective network of state-level fiscal policy organizations in 40 states, the District of Columbia, and Puerto Rico. CBPP and Partnership groups have long succeeded in producing federal- and state-level policy change that builds prosperity in low-income communities and advances racial and economic equity. We have particular expertise in shaping state and federal tax and budget policies as they relate to issues of equity.

SFP seeks a State Data and Campaigns Specialist to support strategic issue campaigns, coordinate civic engagement and digital campaign supports, and manage a program of trainings and peer learning strategies on strategic issue campaigning, civic engagement, and digital strategies for the State Priorities Partnership.

The ideal candidate will have a background in voter contact data and digital strategies to power field campaigns, exceptional project management and organizational skills, and strong relationship-building skills to serve as a coach and trainer with state-based organizations.

Responsibilities:

  • Boost the issue campaigns toolbox of SPP organizations by helping them design, execute, and evaluate their voter contact tactics, such as phone banks, paid digital, peer-to-peer texting, and teletownhalls, with guidance from the Deputy Director of State Campaigns.
  • Coordinate with voter contact and digital vendors to implement civic engagement programs to support SPP organizations and CBPP campaign strategies as directed by the Deputy Director.
  • Support SPP groups’ legislative advocacy strategies by conducting voter research to improve understanding of target audiences and influencers in consultation with the Deputy Director.
  • Develop and support trainings and peer learning programming for SPP groups. Serve as point of contact within the State Campaigns team for a community-building strategy for SPP outreach and advocacy staff.
  • Ensure that our state campaigns are highly organized and well-coordinated within the organization by developing and managing data tracking systems and supporting campaign coordination practices.
  • Participate in events that align with CBPP’s priorities, such as annual conferences and trainings that support state partners and our racial and gender equity goals.

Qualifications:

  • At least three years of experience in a field campaign role, such as with a political campaign or nonprofit issue advocacy organization.
  • Experience putting together voter contact activities, such as phone banks, canvasses, and/or texting banks.
  • Ability to do basic SQL queries; experience using platforms such as Civis or BigQuery and CRM tools like EveryAction, Action Network, VAN, and/or PDI to manage and track outreach.
  • Exceptional organizational skills and attention to detail; passion for building systems to track complex information so that our field efforts are high-impact and efficient.
  • Ability to work both independently and collaboratively with a team and external stakeholders.
  • Strong relationship-building skills and passion for bringing people together.
  • Experience coordinating trainings and coaching others.
  • Strong communication skills and ability to craft clear, concise written communications.
  • A passion for state-based advocacy and a commitment to antiracist principles and policies that create broad community change by expanding opportunity and reducing economic inequality.
  • Willingness to travel 6-8 times annually for conferences and retreats.

CBPP is currently operating on a hybrid work schedule of two in-office days (Tuesday and Wednesday) per week as well as the first Thursday of each month in our Washington, D.C. office.

This position reports to the Deputy Director of State Campaigns.

Terms of Employment: Full-time; exempt. Two-year term position.

Bargaining Unit Status: This is a bargaining unit position.

Compensation: The salary range for the role starts at $61,448 annually, with the exact salary to be determined based on total relevant experience.
